Key takeaways

  • The UAE does not levy personal income tax on an employee’s wages or salary.
  • Federal Corporate Tax applies to the taxable income of businesses; the general rate is 9% on taxable income above AED 375,000.
  • An individual conducting business in the UAE enters the Corporate Tax regime only when business turnover exceeds AED 1 million in a calendar year.
  • A free-zone licence does not by itself guarantee a 0% Corporate Tax rate.

Short answer: the UAE does not levy personal income tax on an employee’s salary. It does, however, levy federal Corporate tax on taxable business income. Those two statements can both be true. The answer for a freelancer, company owner or free-zone business depends on the nature of the income, the legal person earning it and the applicable Corporate tax rules.

The original article at this URL reported a 2012 statement about income-tax plans. That statement predates the UAE’s Corporate tax regime and should not be read as today’s answer for businesses. The current UAE Government taxation overview distinguishes the absence of personal income tax from the existence of Corporate tax.

Three different questions

What kind of income are you asking about?

01

Employee salary

No UAE personal income tax on wages or salary.

02

Individual business

The Corporate tax entry test is AED 1 million of business turnover in a calendar year.

03

Company profit

Corporate tax is calculated on taxable income, subject to the applicable rate, exemptions and reliefs.

Is salary taxed in Dubai or elsewhere in the UAE?

No UAE personal income tax is levied on an employee’s wages. The FTA also excludes wages from the business activities considered when deciding whether a natural person enters Corporate tax. A salary paid by an employer is not made taxable as the employee’s business income merely because the employer is a company.

People searching for “Dubai income tax” often mean their take-home employment pay. That is a different question from whether their employer owes Corporate tax or VAT. It is also different from whether a person remains taxable in another country under that country’s own rules. If cross-border residence is the question, see our UAE tax-residency certificate guide.

What income tax applies to UAE companies?

The federal Corporate tax regime applies to taxable business income of companies and other taxable persons. Under the general rate structure, the first AED 375,000 of taxable income is taxed at 0%, and taxable income above that amount is taxed at 9%. This is a taxable-income threshold, not a revenue threshold. Accounting profit is a starting point; tax adjustments, elections, exemptions and reliefs can affect the final calculation. The Ministry of Finance confirms the general threshold and rate.

For example, a company with revenue above AED 375,000 does not automatically pay 9% on all its revenue. Equally, a nil tax charge does not by itself mean that registration, accounting records or a return can be ignored. The company’s entity type, financial year, elections and filing position must be assessed. Our Corporate tax services and return guide explain the business compliance steps.

What if an individual is a freelancer or sole proprietor?

A person can be an individual and still conduct a business. The FTA’s natural-person guidance says Corporate tax applies when the person carries on a business or business activity in the UAE and total turnover from that activity exceeds AED 1 million in a calendar year. Wages, personal investment income and real-estate investment income covered by the exclusion are not counted as business activities for this test.

Turnover means business receipts, not net profit. The AED 1 million test decides whether the individual comes within the regime; it is not the amount of taxable income on which the 9% rate begins. Once the entry test is met, registration, accounting and taxable-income rules require a separate assessment. For practical examples, see our Corporate tax guide for freelancers and sole proprietors.

Does a free-zone licence mean zero income tax?

No. The free-zone Corporate tax regime has conditions. A Qualifying Free Zone Person may receive a 0% rate on Qualifying Income, while taxable income that does not qualify can be taxed at 9%, as the FTA explains. The entity’s activities, counterparties, records and other requirements matter; the licence address by itself does not decide the treatment. Read our Qualifying Free Zone Person guide for the detailed tests.

What does “tax-free UAE” leave out?

The absence of personal salary tax does not mean the absence of all taxes. Businesses may need to consider VAT on supplies, Corporate tax on taxable business income and, for relevant goods, excise tax. An owner may also have tax reporting or payment obligations outside the UAE. Treat broad “tax-free” claims as a prompt to identify the person, income stream and jurisdiction—not as a filing decision.

Clear answers

Frequently asked questions

Does Dubai have income tax on salary?

No. The UAE does not levy personal income tax on an employee’s wages or salary. This is different from Corporate tax on a business, and it does not settle any tax obligations a person may have in another country.

Do UAE companies pay income tax?

The UAE has a federal Corporate tax on taxable business income. The general rate is 0% on the first AED 375,000 of taxable income and 9% on taxable income above that amount. Specific categories, exemptions and free-zone rules can change the result.

Do freelancers pay Corporate Tax in the UAE?

A natural person conducting a business or business activity in the UAE is within Corporate tax when total turnover from that activity exceeds AED 1 million in a calendar year. Wages, personal investment income and qualifying real-estate investment income are excluded from that business-activity test. Registration and taxable-income calculations then need separate review.

Is AED 1 million a tax-free profit allowance for individuals?

No. AED 1 million is the annual business-turnover test for whether a natural person falls within Corporate tax. Turnover is not the same as profit or taxable income, and the AED 375,000 taxable-income band is a separate rate rule.

Are UAE free-zone businesses always tax-free?

No. A Qualifying Free Zone Person may benefit from 0% Corporate tax on Qualifying Income only when it meets the applicable conditions. Income that is not Qualifying Income can be taxed at 9%; a free-zone licence alone does not establish the result.

Is VAT the same as income tax?

No. VAT is an indirect tax on qualifying supplies of goods and services. Personal income tax concerns an individual’s income, while Corporate tax concerns taxable business income. A business may have both VAT and Corporate tax obligations.

Does UAE residence remove tax obligations in another country?

Not automatically. A person’s overseas tax position depends on the other country’s residence, source-income and treaty rules. UAE residence or a UAE tax-residency certificate should not be treated as a blanket exemption abroad.
