VAT Refund Services in Dubai & the UAE

A VAT credit is not the same as money returned to your bank. We help UAE businesses establish the recoverable amount, prepare the evidence and make a supported FTA refund request.

For VAT-registered mainland and free-zone businesses, our scope follows the actual credit, tax periods and quality of your records.

The short answer

How does a company get a VAT refund in the UAE?

A VAT-registered business may have a net recoverable balance when its eligible input tax exceeds output tax for a period, or it may have paid the FTA more than was due. The balance must be verified in the returns and supporting records. The registered person then uses VAT311 in EmaraTax to request a refund; the FTA reviews the application and decides the outcome.

If the business does not request a cash refund, a net recoverable amount can be carried forward for later periods under the FTA’s VAT return guidance. A refund is not paid automatically because the return displays a credit.

Three questions before VAT311

Is there an eligible amount to reclaim?

The commercial reason for a credit explains the balance; it does not itself prove that every input-tax line is recoverable.

01

What created the credit?

Compare output VAT on sales with eligible input VAT on purchases, imports and adjustments. A capital purchase, qualifying zero-rated exports or a temporary low-sales period may create a net credit. Keep these distinct from an accidental extra payment to the FTA.

02

Are the purchases recoverable?

Check tax invoices, business use, the correct taxable person and periods, and any restricted or blocked costs. Where expenditure supports both taxable and exempt activities, input-tax apportionment may be required.

03

Do the records agree?

The VAT return, purchase register, sales ledger, import records and VAT control account should tell the same story. Investigate missing invoices, credits, duplicate claims, period differences and prior corrections before asking for repayment.

Free-zone company?

A free-zone licence is not a blanket VAT exemption or refund entitlement. Transaction treatment, any relevant designated-zone conditions and ordinary input-tax recovery rules still need to be assessed.

Understand the return first

Refund or carry forward: the decision follows the VAT return.

The FTA’s VAT Returns User Guide explains the mechanics: Box 12 totals output tax, Box 13 totals recoverable input tax and Box 14 gives the net payable or recoverable amount. Where the return is net recoverable, Box 15 asks whether the registered person wishes to request a refund.

Choosing “Yes” requires a separate VAT311 application after the VAT return is submitted. Choosing “No” carries the excess forward for subsequent periods; the guide says a refund can also be sought later. The right choice depends on cash-flow needs, future VAT liabilities and whether the evidence is ready.

SAIF’s working approach

From credit balance to a documented application.

Our work is scoped to the company’s registration, transaction profile and quality of records. We can assist the finance team or provide a broader accounting, VAT review and application workstream.

Before filing, agree who will approve the figures, grant authorised access to EmaraTax and answer any later FTA request. A tidy source file matters as much as the online form.

Purchase-invoice review and a traceable output/input-tax schedule help support the amount requested through VAT311.
  1. 01

    Confirm the credit

Identify the taxable person, TRN, periods and credit type. Separate recoverable input VAT from an extra payment made to the FTA.

  2. 02

    Test recoverability

Check purchase purpose, tax invoices, timing, adjustments and any mixed taxable/exempt activity. Resolve unsupported or duplicate claims.

  3. 03

    Reconcile the return

Tie the VAT return and carried-forward amounts to sales, purchases, import records, VAT control accounts and prior submissions.

  4. 04

    Build the evidence file

Prepare the output/input tax report and source documents. Explain large or unusual items and retain a clear audit trail.

  5. 05

    Apply and follow up

Complete the VAT311 request in EmaraTax under proper authority. Track FTA questions, respond with the requested evidence and save the decision.

Evidence the FTA may ask for

Prepare a claim the reviewer can follow.

The FTA’s registered-taxpayer refund service lists an output and input tax report, tax invoices and supporting documents for VAT311. For an extra payment made to the FTA, it separately lists proof of payment and a bank IBAN letter. The exact follow-up depends on the facts and any FTA request.

We suggest a schedule that bridges the refund amount from filed returns to the general ledger, with each material claim traceable to its invoice, import or other relevant source. That makes a query easier to answer and exposes gaps before submission.

Published FTA service information

How much does a VAT refund cost, and how long can it take?

The FTA lists its registered-taxpayer refund service as free. It estimates 25 business days from receipt of a complete application. Where audit investigation is needed, the service card gives 55 working days from receipt of all requested information. An incomplete application or further documents can extend the process.

These are FTA estimates, not a guarantee of approval or receipt of funds on a particular date. Professional support is a separate fee based on the records, periods and responsibilities agreed with SAIF. Check the current FTA refund service card →

Common business situations

Why might a UAE company have a VAT credit?

Export-led trading

Some qualifying exports can be zero-rated while the business pays VAT on local costs. Review the exact supply treatment, evidence of export and input-tax entitlement; zero-rated does not mean documentation-free.

Start-up or investment period

Equipment, fit-out or set-up expenditure may arise before substantial taxable sales. Review the entity, purpose, invoices and timing rather than assuming every pre-revenue cost is claimable.

Payment or return mismatch

A duplicate or excess payment to the FTA differs from recoverable VAT on supplier costs. Reconcile the portal, bank evidence and returns and use the appropriate supporting-document route.

Common Google and AI-search questions

VAT refund questions, answered plainly.

These are general answers for registered businesses. The current FTA service rules and your own records control an actual application.

01How can a UAE business claim a VAT refund?

First establish that the registered business has a supported net recoverable VAT position or eligible credit. Reconcile the return and ledger, then submit the refund request through the VAT311 service in EmaraTax. The FTA reviews the application and may request further documents.

02Does a negative VAT return automatically produce a bank refund?

No. The FTA’s VAT return guide says that a net recoverable balance may be carried forward. If a refund is chosen in the return, the business must complete the separate VAT311 application after submitting that return.

03What is VAT311 in the UAE?

VAT311 is the EmaraTax refund request form for VAT-registered persons. The FTA service card directs applicants to the VAT tab, then VAT311, to complete and submit the refund request. It is distinct from the periodic VAT return.

04Should I request a refund or carry the VAT credit forward?

That is a business and tax decision. Consider expected future output VAT, the size and age of the credit, cash-flow needs, the quality of supporting evidence and any unresolved return issues. A carried-forward credit may offset later tax; a cash refund needs an application and FTA review.

05Which invoices are needed for a VAT refund?

The FTA lists an output and input tax report, tax invoices and supporting documents for VAT311 requests. The actual evidence pack should trace the credit to eligible purchases, returns, adjustments and the accounting ledger; the FTA may ask for more.

06Can I recover VAT on every business purchase?

No. A purchase invoice alone is not sufficient. Recovery depends on the expense, its link to eligible supplies, the required tax evidence, timing and any legal restrictions. Costs connected with exempt or non-business activities may be restricted; mixed activities may require apportionment.

07Can an exporter or zero-rated business receive a VAT refund?

It may build up a net credit because output VAT on qualifying zero-rated supplies is nil while eligible input VAT is incurred. The zero-rated treatment, export evidence, input-tax entitlement and reported balances must still be supported before a refund request.

08Does a free-zone licence make VAT refundable?

No. Free-zone status is not itself a VAT refund entitlement. Review each supply, applicable designated-zone rules if relevant, input-tax eligibility, import records and the VAT return balance. The company must use the correct registered-taxpayer route for its facts.

09Can I claim back an accidental excess payment to the FTA?

The FTA refund service also covers extra payments. It lists proof of payment and a bank IBAN letter for that route. Distinguish an extra amount paid to the FTA from input VAT incurred on supplier purchases; the supporting evidence differs.

10How long does a UAE VAT refund take?

The FTA service card currently estimates 25 business days from receipt of a complete application. If audit investigation is needed, it gives 55 working days from receipt of all requested information. Incomplete submissions or further questions can take longer; these are estimates, not a payment guarantee.

11Is there an FTA fee for a business VAT refund request?

The FTA lists its registered-taxpayer refund service as free. Professional fees for reviewing records, preparing schedules, submitting the application or responding to questions are separate and depend on the agreed scope.

12Can SAIF submit VAT311 on my behalf?

We can review the position and agree a scope covering preparation, application support and follow-up. Submission or representation must use the proper authorised access and appointment. The FTA—not SAIF—decides whether a refund is accepted.

13What if a previous VAT return is incorrect?

Identify the affected transaction and period before requesting a refund. The correction route depends on the facts and current rules; a refund application is not a substitute for correcting a return. Preserve the original filing and supporting records.

14Is a tourist VAT refund the same as a company VAT refund?

No. This page addresses the registered business VAT311 process and related credits. Tourist purchases, foreign-business visitors, diplomatic bodies and certain other categories have separate schemes, eligibility tests and procedures.

15Can I seek a refund when a business is being deregistered?

Check the registration, credit and final-return position as part of the closure. VAT deregistration has its own application and effective date, while a refundable balance has to be supported and addressed through the applicable FTA process. Do not assume a licence cancellation automatically pays out a tax credit.
