UAE e-invoicing consultancy

From compliance questions to a workable implementation plan.

Looking for e-invoicing consultants in Dubai? Start with scope assessment, invoice-data preparation and the connection between your accounting system and an accredited ASP. As an authorised Zoho Books partner, SAIF Chartered Accountants supports its accounting and e-invoicing workflow. For other ERPs and Excel-based records, we coordinate finance requirements with accredited ASP channel partners, including Vostok.

For mainland and free-zone businesses.

Support is scoped around your company profile—not a fixed package. A single-entity services business and a group with several billing systems need different plans. We identify the finance actions, dependencies and decisions so management can approve a clear scope before committing to implementation costs.

What changes for your business?

More than an invoice sent by email.

The Ministry of Finance defines an eInvoice as structured invoice data exchanged electronically and reported to the FTA. A PDF, scan or email is not, by itself, an eInvoice. Your readiness work therefore needs to address data and processing, not only the appearance of a document.

Official UAE e-invoicing framework →

Our support focuses on the accounting and business side: understanding your current process, finding gaps, preparing records and coordinating the agreed work. The chosen ASP and technical team have distinct responsibilities for system connectivity and exchange.

Assess the entity and transactions first.

The framework covers business transactions, including B2B and B2G, subject to exclusions. It is not simply a rule for VAT-registered companies. Free-zone location alone should not be treated as an exemption.

B2C transactions are outside the current mandatory rollout until a further ministerial decision. Mixed activities need a transaction-level assessment rather than an assumption that every invoice follows the same route.

E-invoicing readiness support

Turn requirements into assigned work.

Agree a scope around the entities, systems and transaction flows involved. These workstreams can be included according to the engagement.

01

Readiness assessment

Review the entity, transaction flows, systems and available records. Identify questions requiring tax or authority clarification and produce an agreed action list.

02

Invoice-data preparation

Review customer and supplier records, invoice references, tax coding and source-system fields. Identify missing information and assign owners for correction.

03

Accounting workflow review

Connect sales, credit notes, receivables and purchase records to the ledger. Define checks for exceptions, duplicate processing and reconciliation.

04

ASP and integration coordination

Work with our accredited ASP partners, including Vostok, to assess a connection suited to your accounting or ERP system, invoice volume and implementation scope.

05

Implementation and testing support

Coordinate finance requirements with your software team and ASP. Agree test scenarios, record results and track unresolved items before management signs off.

06

Operational handover

Document roles, exception handling and reporting checks. Agree training and post-launch review needs as part of the engagement rather than assuming unlimited support.

The UAE five-corner model

How UAE e-invoicing works.

UAE e-invoicing: invoice exchange and separate FTA reporting Seller to seller’s ASP, then buyer’s ASP, then buyer. Both ASPs have separate tax-data reporting connections to the FTA. Status messages return through the ASPs. Invoice dataXML exchangeInvoice delivery CORNER 1 Seller Prepare invoice data CORNER 2 Seller’s ASP Validate & standardise CORNER 3 Buyer’s ASP Validate & deliver CORNER 4 Buyer Receive invoice Tax data reportingTax data reporting* FTA CORNER 5 · TAX REPORTING Status messages return through the ASPs
  1. Corner 1

    Seller

    Prepare invoice data

Send data to the seller’s ASP.

  2. Corner 2

    Seller’s ASP

    Validate & standardise

Convert to UAE XML if needed; exchange with the buyer’s ASP.

  3. Corner 3

    Buyer’s ASP

    Validate & deliver

Validate the invoice and deliver it in the agreed format.

  4. Corner 4

    Buyer

    Receive invoice

Receive the invoice from the buyer’s ASP.

FTA · Corner 5

Separate tax-data reporting from the seller’s ASP and, after successful validation, the buyer’s ASP. Status messages return through the ASPs.

Invoice exchange and tax reporting are separate flows. The seller’s ASP reports tax data in parallel with exchange. *The buyer’s ASP reports tax data after successful validation; on failure, it sends a negative status instead. ASPs pass the relevant exchange and reporting statuses back to the seller and buyer.

Simplified from the Ministry of Finance exchange model; not a technical integration specification. ASP means Accredited Service Provider.

After exchange, reconcile invoice records and retain the required evidence. A successful message status is not an FTA endorsement of the underlying transaction or its tax treatment.

Software and ERP readiness

Keep the system if it can support the required workflow.

Odoo, Zoho Books, Xero, ERPNext, QuickBooks, Tally and other systems should be assessed by actual version and configuration. Confirm the proposed connection with the software vendor and ASP. A familiar product name does not establish that your installation is ready.

Start with an inventory of where invoices originate: ERP, point of sale, e-commerce platform, spreadsheets or a separate billing application. Identify which system owns the customer record, invoice number and final accounting entry.

Accounting software and bookkeeping support →

Questions for the technical team

  • Which required fields exist, and which need collection or mapping?
  • How will invoices, credit notes and exceptional transactions be handled?
  • Where will successful, failed and pending statuses be visible?
  • Who owns integration, access controls, testing and support?
  • Can the company retrieve records and export data if it changes providers?

Technical configuration, development and ASP subscriptions must be expressly assigned. We do not present an advisory engagement as a substitute for those services.

Invoice-data mapping checklist

Which records should you prepare for e-invoicing?

Use this practical preparation list to locate information and assign a reviewer. It is not a substitute for the official field specification: mandatory and conditional fields depend on the document and transaction scenario.

Data areaPreparation checks
Customer and supplier recordsCheck legal names, addresses, business identifiers and tax-registration details where applicable. Resolve duplicate contacts and missing information before mapping.
Invoice and credit-note referencesReview document numbering, issue dates, currency and links to original invoices where relevant. Identify the system responsible for the final record.
Invoice lines and tax treatmentCheck descriptions, quantities, prices, discounts and tax calculations. Have the responsible specialist review the treatment of unusual transactions.
Accounts receivable and accounts payableDecide how outgoing invoices and incoming supplier documents reach the ledgers. Reconcile processed documents to customer and supplier balances.
Exceptions and evidenceAssign owners for rejected messages, corrections and retries. Retain a traceable record of changes and prevent duplicate entries in the general ledger.

Our agreed outputs can include a gaps register, field-mapping workbook, responsibility matrix, testing record and operating checklist. These make the required work visible to management and your implementation team.

Understand the terminology

Peppol, PINT AE and XML: what is the difference?

Peppol: the exchange framework

The UAE model uses the Peppol framework for interoperable exchange through service providers. It connects the exchange process; it is not a replacement for your accounting ledger.

PINT AE: the UAE specification

PINT AE defines the UAE invoice data and validation rules. Your invoice fields need to map to the applicable requirements rather than simply resemble a printed tax invoice.

XML: the structured format

The provider-to-provider invoice is exchanged in XML. Your software may supply data to its ASP in an agreed format; confirm who performs conversion and validation.

See the Ministry of Finance exchange model. The diagram above is a simplified explanation, not an integration specification.

ASP onboarding and ERP integration

Choose the provider around your operating needs.

Before signing, verify current accreditation and ask how the provider connects to your actual software version. Compare invoice volumes, entities, implementation charges, recurring fees and the support included—not just the subscription headline.

  • Confirm onboarding documents, account ownership and authorised users.
  • Agree the connection method and who builds or configures it.
  • Review access controls, record retrieval and data-export arrangements.
  • Document support contacts, incident escalation and exit arrangements.
Check the official accredited-provider register →

User acceptance testing before go-live.

User acceptance testing (UAT) checks whether the configured workflow works for your business. Ask your team to demonstrate an ordinary invoice, a relevant correction or credit note, an invalid-data response and a controlled retry. Compare expected results with recorded outcomes.

Keep unresolved issues visible, agree who can approve launch and train the people handling daily exceptions. If ongoing monitoring is required, define its frequency and responsibility in the proposal.

Benefits worth measuring.

Track rekeying effort, unresolved invoice errors and reconciliation time before and after implementation. Better data and clearer exception handling can improve operations, but a new connection alone does not guarantee faster customer payment.

Prepare for real transactions

Test the exceptions, not only the simplest invoice.

Build a test set around your actual business. Consider credit notes, discounts, foreign currencies, advances, returns, multiple sales channels and correction scenarios where relevant. Expected outcomes should be agreed with the responsible tax and technical specialists.

For trading and e-commerce businesses, review settlement and inventory links. For project businesses, review billing milestones and retention. For professional services, review recurring and cross-border billing. A standard template alone may not capture these differences.

Connect implementation to the monthly close.

Reconcile invoice records, customer balances and tax control accounts. Retain source evidence and a record of adjustments. E-invoicing does not remove the need for bookkeeping, tax analysis or applicable return filing.

Accredited ASP and existing-system fit

E-invoicing that works with your current system.

SAIF helps match the finance process to an accredited ASP connection. Vostok's jam. integration model includes API, ERP-module, agent and browser-portal routes, including Excel upload. We confirm the available route against your actual software, invoice volumes and data quality.

01 · API

Direct system connection

Your software or integration team sends invoice data to the chosen ASP through an agreed API. Confirm authentication, field mapping, incoming invoices and returned statuses.

02 · Connector

ERP extension or module

A supported add-on may work within the existing ERP. Check the exact edition, licence, vendor approval, implementation owner and what remains visible in the ERP.

03 · Agent or export

Provider-managed bridge

Some providers can read an approved export or connect through an agent when a direct API is unavailable. Agree access, security, error handling and reconciliation before installation.

04 · Portal

Browser or Excel upload

For businesses working from spreadsheets or handling lower volumes, an ASP portal may support manual entry or Excel upload. Check required fields, validation, invoice statuses and how the results reconcile with your ledger.

How we compare providers

Check the Ministry’s live accreditation register, then compare connection proof for your software, entity coverage, implementation time, fees, status reporting, support and data export. SAIF coordinates the agreed accounting and readiness work; the appointed ASP and technical implementer retain their respective delivery roles.

Practical questions

UAE e-invoicing: deadlines, software and support.

01What if the seller must use e-invoicing but the buyer has not onboarded yet?+

The buyer’s later implementation date does not remove the seller’s obligation. Where the buyer has not implemented e-invoicing and has no Participant Identifier, MoF guidance specifies endpoint 0235:9900000098. The seller fulfils the electronic-invoicing and reporting requirements through its ASP and also supplies a regular Tax Invoice, such as a PDF, for this transitional tax-invoice scenario. The predefined-endpoint route does not require exchange with a buyer’s ASP; the FTA does not forward the invoice to the buyer. A later deadline alone is not enough to use this route: first check whether the buyer has voluntarily onboarded. Confirm the applicable transaction scenario and configuration with your ASP. See MoF Guidelines section 10.2.2.

02What are Peppol, PINT AE and XML in UAE e-invoicing?+

Peppol provides the interoperability framework used for invoice exchange. PINT AE specifies the UAE invoice data and validation requirements, while XML is the structured electronic format. They are related parts of the process, not three separate accounting packages. Your provider and software team must establish the appropriate connection and mapping.

03How do we choose an e-invoicing consultant in Dubai?+

Ask for a written scope covering your transaction types, invoice-data gaps, accounting system, ASP coordination and testing. Confirm who performs technical integration, what evidence you receive and who handles post-launch issues. Compare the proposed work and relevant experience, not only a software demonstration or headline price.

04How long does UAE e-invoicing implementation take?+

There is no reliable single duration for every business. Existing software capabilities, incomplete customer records, multiple entities, custom integrations and provider onboarding can change the schedule. Establish milestones after the initial assessment, allowing time for testing, corrections and staff handover before your applicable deadline.

05Can you help with ASP onboarding and ERP integration?+

We can coordinate the finance requirements, data preparation, provider questions and testing within the agreed scope. The appointed ASP and technical implementer handle their contracted connection and transmission responsibilities. Confirm development work, software changes and support charges separately before starting.

06Do you support Zoho Books e-invoicing in the UAE?+

Yes. SAIF Chartered Accountants is an authorised Zoho Books partner. We support accounting setup, invoice-data preparation, e-invoicing workflow planning, testing and handover. Zoho Software Trading LLC is listed in the Ministry of Finance ASP register under accreditation number 121988, checked 16 October 2026.

07Can our existing ERP or Excel records be used for e-invoicing?+

Yes. SAIF supports businesses retaining their current accounting or ERP system and works with accredited ASP channel partners, including Vostok Trading LLC and its jam. platform. Depending on the system and agreed provider scope, the route may involve an API, ERP module, agent or browser portal with Excel upload. We review data quality, mapping, testing and how invoice statuses return to the accounting records.

08Is UAE e-invoicing mandatory for every business now?+

No single start date applies to every business. Assess whether the entity and transactions are in scope, then use the applicable revenue or government-entity phase. Pilot and voluntary implementation began on 1 July 2026; this was not the universal mandatory deadline.

09What is the current deadline for businesses with revenue of AED 50 million or more?+

For persons in scope at or above AED 50 million, Ministerial Decision 66 of 2026 sets ASP appointment by 30 October 2026 and implementation by 1 January 2027. Use the amended decision rather than the earlier appointment date.

10Did the UAE change the rules for accrediting e-invoicing providers?+

Yes. The Ministry of Finance announced Ministerial Decision 168 of 2026 in October 2026. It replaced the earlier provider-accreditation framework and removed its pre-approval stage. Businesses should verify a provider’s current accreditation in the official Ministry register before appointment; an old pre-approval statement is not enough.

11Are PDF invoices or emailed invoices sufficient?+

An unstructured PDF, scan or email is not itself an eInvoice under the Ministry of Finance definition. The required structured exchange and reporting process is different from simply sending a document electronically.

12Are free-zone companies automatically exempt?+

Do not assume an exemption from the licence location. Review the entity, transactions and applicable exclusions against the current framework. Free-zone accounting and e-invoicing readiness should be coordinated.

13Does this apply only to VAT-registered businesses?+

The framework is not limited simply by VAT registration. Assess business status, transactions and exclusions; do not use the presence or absence of a TRN as the only scope test.

14Can we keep Odoo, Zoho Books, Xero, ERPNext or our current ERP?+

Potentially. Confirm the product version, UAE functionality, export or integration route and responsibilities with the software provider and chosen ASP. A brand name or PDF invoice function alone does not prove end-to-end readiness.

15Is SAIF Chartered Accountants an Accredited Service Provider?+

This page describes accounting, readiness and implementation-support work, not an ASP transmission service. Appoint a provider whose current status is verified through the Ministry of Finance. Technical exchange and reporting are handled through the appropriate ASP arrangement.

16Does e-invoicing replace bookkeeping or VAT returns?+

No. Businesses still need reconciled accounting records and must meet applicable tax-return obligations. Structured invoice exchange does not resolve every accounting adjustment or tax-treatment question.

17How much does e-invoicing readiness support cost?+

The quotation depends on entities, systems, invoice volumes, data quality and agreed deliverables. Advisory, software subscriptions, ASP charges and technical integration should be distinguished. SAIF Chartered Accountants does not use one fixed plan for all companies.

18What should we provide for an initial assessment?+

Start with your licence and entity structure, revenue band, invoice volumes, software details and a description of customer and supplier flows. Provide sample records through an agreed secure channel, with unnecessary sensitive information removed.
