Key takeaways

  • IFRS Accounting Standards address how financial statements are prepared; International Standards on Auditing address how an auditor obtains evidence and reports an opinion.
  • An audit fee should reflect the entity, reporting period, complexity, record quality, report recipient and timetable—not a generic “international-standard” label.
  • The audit gives reasonable assurance, not a guarantee that every error or fraud will be found. Management remains responsible for its accounts.
  • Efficient preparation means resolving the trial balance and supporting schedules before the audit, while preserving the auditor’s independence.

“International-standard accounting and audit” should describe the work performed, not serve as a slogan. A Dubai business needs to know which financial-reporting framework applies, what an independent auditor will examine and what the engagement will actually deliver. Those decisions also explain why a responsible fee cannot be reduced to one universal price.

SAIF Chartered Accountants has served UAE businesses since 1994. We discuss accounting, audit and advisory work as separate scopes, with the report recipient, records and applicable professional requirements identified before the timetable is agreed. This guide explains the standards and practical preparation behind that approach.

Three different questions behind “international standards”

The terms IFRS and ISA are often used together, but they do different jobs. The appropriate framework and standards should be clear in the engagement and in the resulting financial statements or auditor’s report.

Financial reportingIFRS Accounting Standards

Guide recognition, measurement, presentation and disclosure in financial statements where that framework applies. The IFRS Foundation publishes the issued standards.

Independent auditInternational Standards on Auditing

Guide audit planning, risk assessment, evidence and reporting. The IAASB’s current handbook sets out the relevant pronouncements.

Professional conductEthics and independence

Require the firm to address conflicts and threats such as auditing its own accounting work. See the IESBA Code.

These standards are not substitutes for one another. A set of IFRS financial statements is not automatically audited; an auditor’s report does not replace management’s responsibility for the accounts. Nor does a tax return become an audit simply because it uses the same ledger.

Choose the reporting framework before closing the accounts

The business should establish its legal entity, financial year and intended users before preparing annual statements. Depending on the circumstances, full IFRS Accounting Standards or the IFRS for SMEs Accounting Standard may be considered, but the chosen framework must be appropriate for the entity and accepted by any authority, shareholder, lender or group recipient. The accounting policies and comparative information should be consistent with that choice.

Management must approve significant judgements rather than leaving them to the auditor. Common year-end matters include revenue cut-off, expected credit losses, inventory valuation, leases, provisions, related-party balances and events after the reporting date. Our financial-statement preparation service addresses the closing schedules and disclosures that support those decisions.

Good financial reporting starts with reconciled balances and documented accounting judgements; audit work then tests the statements and supporting evidence independently.

What should an independent audit deliver?

The auditor plans a risk-based examination of the financial statements and underlying evidence, discusses findings with management and issues a report expressing an opinion. The work is designed to obtain reasonable assurance about material misstatement, not to test every transaction or guarantee detection of every fraud. An audit report also has a specified entity, period and reporting framework; it is not a general certificate that every aspect of the business is compliant.

Before engagement, identify the report recipient. A free-zone authority, bank, investor or group auditor may have its own eligibility, format or submission expectations. Confirm them in advance rather than assuming that any Dubai auditor’s report will be accepted. Our annual audit and free-zone auditor pages explain these practical steps.

What makes accounting and audit work cost-effective?

A useful quotation should relate the fee to the actual work. Two companies with similar revenue may need very different effort if one has current reconciliations and one has missing records, multiple entities or complex inventory. Ask what the fee covers, what the client must prepare, who will review the work and what happens if the agreed assumptions change.

Factors that usually change the scope

  • Number of entities, locations, currencies and reporting periods
  • Quality and accessibility of the trial balance and supporting records
  • Inventory, contracts, estimates, related parties or group reporting
  • Recipient-specific auditor approval, format and deadline
  • Bookkeeping clean-up or financial-statement preparation requested alongside an audit

Efficient work is not the same as skipping procedures. Timely books, a documented year-end close and prompt answers to audit queries can reduce avoidable delay. If extensive accounting reconstruction is needed, it should be priced and scheduled as a distinct workstream, with independence assessed before the auditor accepts it. See our catch-up bookkeeping and firm-selection checklist.

Example: a trading company with a bank deadline

A Dubai trading company may need audited statements for a bank renewal. It has sales records in its accounting software, but year-end inventory counts and intercompany balances are incomplete. The appropriate response is to identify the bank’s report requirements, complete and approve the financial statements, resolve the inventory and related-party evidence, then set an audit timetable with the appointed auditor. A low quote based on “clean records” would not describe the real assignment.

Request a scope that can be delivered

When contacting SAIF, send the legal entity and licence authority, year-end, intended report recipient and deadline, latest trial balance, previous statements, accounting system and a short description of known record gaps. We can then discuss the accounting, reporting, audit or tax work that fits the brief and identify any independence or eligibility questions before confirming an engagement. Send us your requirements or review our services.

Frequently asked questions

What is the difference between IFRS and ISA in a Dubai audit?

IFRS Accounting Standards are a financial-reporting framework used to prepare statements where applicable. International Standards on Auditing (ISAs) govern the auditor’s work in obtaining evidence and forming an opinion. The engagement letter and report should identify the applicable framework and auditing standards.

Does using IFRS mean the accounts have been audited?

No. Financial statements may be prepared under an applicable IFRS framework without being audited. An independent audit is a separate engagement that examines those statements and supporting evidence and results in an auditor’s report.

How much does an audit cost in Dubai?

There is no reliable single fee for every business. The scope depends on the number of entities and periods, transaction volume, inventory or group complexity, record quality, reporting requirements, the recipient and the time available. Request a written proposal listing assumptions, deliverables and possible out-of-scope work.

Can a small UAE company use IFRS for SMEs?

Eligibility depends on the entity and reporting requirements. A company should confirm that the proposed framework is appropriate and accepted by its licence authority, shareholders, lender or other report recipient before preparing the statements. IFRS for SMEs is not interchangeable with full IFRS in every engagement.

Is an international-standard audit a guarantee of no fraud?

No. An audit seeks reasonable, not absolute, assurance that financial statements are free from material misstatement. The auditor performs risk-based procedures and reports an opinion; management remains responsible for the records and internal controls.

Can SAIF provide bookkeeping and an independent audit to the same company?

The combination is not automatic. Before accepting the work, the firm must assess applicable independence and self-review requirements, including what accounting work was performed and who made management decisions. Separate providers may be needed.

Which documents help make an audit more efficient?

A final trial balance, reconciled bank accounts, receivables and payables ageing, inventory and fixed-asset schedules where relevant, contracts, related-party balances, tax records and prior-year signed statements provide a useful starting point. The audit team may request additional evidence after planning.
