Key takeaways
- DCCA is the former name; follow current DDA filing instructions.
- Identify the legal entity before applying company and branch reporting rules.
- Build sector-specific schedules that reconcile to one closing trial balance.
- Separate audit completion, management approval and portal submission responsibilities.
From DCCA to Dubai Development Authority
Dubai Creative Clusters Authority was renamed Dubai Development Authority, with the change announced in Circular 307 on 6 January 2019. You may still find DCCA on older contracts, incorporation records and articles. For current reporting, use the entity’s latest licence and DDA instructions.
This guide was first published in 2018 and has been revised for current preparation needs. The earlier 2018–2019 transition timetable should not be used to calculate today’s filing deadline.
DDA audit requirements and professional services
Which business districts are involved?
DDA’s TECOM page lists Dubai Internet City, Dubai Media City, Dubai Studio City, Dubai Production City, Dubai Knowledge Park, Dubai International Academic City, Dubai Science Park, Dubai Design District, Dubai Outsource City and Dubai Industrial City.
These are business communities, not a reason to assume every occupant has the same legal structure, tax treatment or filing obligations. Check the issuer of the licence, the legal entity and its reporting instructions. In particular, do not apply free-zone company rules to an Industrial City business without establishing its actual regime.
Write the reporting brief before collecting documents
Identify the entity, financial year, district, activity and intended recipients. Attach authority correspondence and the prior report. Name the person responsible for the ledger, the person approving adjustments and the authorised contact for submission. An office move or licence renewal does not by itself establish the accounting period.
- Company or branch: identify whose transactions and balances the statements cover.
- Deadline: distinguish the authority filing date from internal dates for draft accounts, audit evidence and approval.
- Additional recipients: identify banks, parent companies or funders needing separate schedules.
Understand the current annual filing cycle
Circular 421 requires DDA FZLLCs and branch offices to submit audited financial statements and an annual return within six months from financial year-end. It specifies AXS and a completed Financial Statements Report Summary Sheet. Its November 2022 catch-up deadline is historical; check current instructions for your entity.
For a branch, the circular permits consolidated audited parent statements or a standalone extract of branch operations. Confirm the appropriate package before relying on the parent’s audit. A newly incorporated company should plan for reporting after its first financial year rather than assuming permanent exemption.
Match the evidence to the business
The same trial-balance account can require different explanations in different businesses. Use schedules that connect the underlying transactions to the accounts, rather than sending disconnected spreadsheets or a folder of invoices without reconciliation.
- Technology and outsourcing: map recurring contracts, implementation milestones, time-based billing and shared-service charges to the ledger. Retain evidence of delivery and explain advance receipts.
- Media, studios and production: reconcile project income and costs, client funds, supplier commitments, rights arrangements, inventory and equipment. Identify projects that cross the year-end.
- Training and education: link billing to course or teaching periods, support refunds and concessions, and distinguish student receivables from sponsor or grant balances.
- Science and industrial operations: support equipment, stock and production costs, research spending and material estimates. Explain assets held or used by another entity.
- Design and creative services: document project milestones, retainers, licensing arrangements, consignment or showroom stock and online-platform settlements.

Build a controlled closing file
Start with one dated closing trial balance. Reconcile each material account to its supporting schedule and explain differences before circulating the file. Keep an adjustment log showing the reason, evidence and approval for each change.
- Banking: statements, facilities and reconciliations, including explanations for old outstanding items.
- Customers and suppliers: ageing, contracts, invoices, credit notes and evidence of receipts or payments after year-end.
- People and assets: payroll, benefits, leases, fixed assets, stock and supporting estimates.
- Group and tax: balance confirmations, agreements, allocation calculations and reconciliations to the relevant returns or workings.
If records are incomplete, list the missing evidence, responsible owner and expected delivery date. Discuss the implications before promising completion. An unsupported balance does not become reliable merely because it appeared in a previous spreadsheet.
Coordinate branch and head-office information
Confirm the availability of parent statements, the reporting currency and any group instructions. Reconcile head-office accounts and identify expenses paid centrally for the local operation. Where periods differ, agree what additional information is needed for the reporting route.
Explain management fees and shared costs with agreements, calculation methods and evidence of the underlying services. Resolve unexplained balances with the parent team; do not leave them as a year-end plug.
Check appointment and independence
DDA’s auditor-appointment service identifies a directors’ resolution, the audit firm’s valid UAE trade licence and a corporate RICC form. Check current attestation requirements and the authorised requester. Verify professional credentials and engagement eligibility rather than treating a website label as evidence of approval.
Accounting preparation, independent audit and other advisory work have different responsibilities. Management owns the records and approves the accounts; the auditor evaluates evidence and determines the opinion. Agree the scope and necessary independence safeguards before work begins.
Keep tax work connected, but separate
Use approved financial statements as the starting point for tax reconciliations and communicate later audit adjustments to the tax team. A DDA filing is not a substitute for a tax return, and a free-zone address alone does not establish entitlement to a particular Corporate tax treatment.
Assess related-party transactions on their facts, including functions performed and the contractual and economic arrangements. Benchmarking can support an appropriate transfer pricing analysis, but cannot cure missing transaction evidence.

Approve, submit and retain the final version
Check the legal name, reporting period, signatories and consistency of figures across the approved accounts and submission forms. Keep the auditor’s report, signed statements, final schedules and portal acknowledgement together. Record subsequent queries and responses so the reporting history can be followed.
If a deadline is close or missed, contact the authority about the current position while resolving the records. Do not assume an engagement letter extends a statutory timetable. The completion plan must allow for sufficient evidence and management approval.
Support for your next reporting cycle
SAIF Chartered Accountants supports DDA businesses with audit and related reporting work. Share the licence, financial year, trial balance, prior report and required date for a scoped proposal. Identify cleanup, parent schedules, tax advice and portal assistance separately so the engagement is clear.

Frequently asked questions
Does a TECOM district address prove the same filing rules apply to every business?
No. Establish the licensed entity, legal structure and reporting regime. Do not automatically apply FZLLC and branch requirements to other structures or permits.
Can I use an old licence-renewal deadline for the audit?
Do not assume it is the applicable date. Check the financial year and current authority instructions. Circular 421 uses an ongoing six-month period from financial year-end.
What should the finance team prepare first?
A reporting brief, one closing trial balance, reconciled schedules and an issue log. Identify approval responsibilities and any information needed from the parent or third parties.
