Key takeaways

  • Confirm the licensed entity, reporting period and DDA route before fixing the audit timetable.
  • Map every material service contract from pricing and SLA terms to operational delivery and year-end balances.
  • Reconcile payroll, subcontractors, unbilled income, service credits and system reports to the controlled ledger.
  • Keep shared-service allocations, technology, branches and related-party delivery traceable to the correct entity.

Confirm the entity, licence and reporting boundary

A Dubai Outsource City business may be an FZLLC, a branch or a delivery centre within an international BPO, technology or shared-services group. Some older market references use Dubai Outsource Zone or DOZ; the current official business-community name is Dubai Outsource City.

Confirm the legal entity, approved activities, financial year, reporting framework, delivery sites and intended users of the statements. Map which entity signs customers, controls delivery, employs people, contracts subcontractors, owns systems, invoices, collects cash and bears service-level and credit risk.

Work backwards from the DDA deadline

DDA Circular 421 requires FZLLCs and branches within its scope to prepare and submit annual audited financial statements and an annual return. The ongoing deadline is six months from financial year-end, while a newly registered entity submits after its first completed financial year. Confirm the current route for the entity.

Set internal dates for service cut-off, operational reports, customer acceptance, service credits, payroll, subcontractor invoices, group balances, audit questions, management approval and filing. A licence-renewal or customer-reporting calendar does not replace the financial reporting timetable.

  • Nominate finance, operations, HR, technology and contract owners for each schedule.
  • Freeze one controlled trial balance and record every approved subsequent entry.
  • Identify who approves the statements, signs forms and retains the AXS confirmation.

Build a contract-to-delivery revenue schedule

List every material customer contract and statement of work. Record the service, pricing basis, period, volumes, hours, milestones, SLA conditions, variable fees, invoices, cash, credit notes and closing balance. Reconcile the schedule to operational systems and the ledger.

For time or volume billing, retain source reports with the period, parameters and approval. For milestones, keep deliverables and customer acceptance. Explain manual changes, cut-off items, unbilled delivery, deferred billing and old receivables.

Separate trade receivables, contract assets, accrued income, deposits and contract liabilities under the reporting framework. Support collectability with subsequent receipts, correspondence and dispute analysis.

Measure SLAs, credits and variable fees

Maintain the contractual SLA definition, source data, measured result, customer communication, approved calculation and settlement for service credits, penalties or performance bonuses. Reconcile recognised adjustments to invoices and the ledger.

Do not treat every potential credit as the same accounting item. Assess the contract terms and reporting framework, including whether the amount changes revenue, creates a provision or represents another obligation.

Reconcile payroll and delivery capacity

Reconcile the employee master, payroll register, WPS or payment records, shift or attendance data and the ledger. Support salaries, leave, end-of-service benefits, incentives, commissions, recoveries and year-end accruals. Explain joiners, leavers and unusual payments.

For deployed manpower, link employees and approved attendance to the customer contract and invoice. Distinguish immigration, visa and mobilisation costs, reimbursable expenses and amounts recovered from customers according to the relevant terms and framework.

Control subcontractors and pass-through costs

Retain subcontractor agreements, approved work, timesheets or delivery data, invoices, payments and year-end accruals. Verify which entity selected and controls the provider and bears responsibility for the service.

For travel, licences, telecoms, cloud costs and other recharges, determine whether the entity acts as principal or agent under the reporting framework. Reconcile gross costs, amounts billed and any margin or administration fee.

Support technology, assets and client items

Maintain records for telephony, servers, cloud platforms, data-centre capacity, disaster-recovery facilities, office fit-out, leases and specialised equipment. Retain agreements, invoices, implementation evidence, useful-life reviews, impairment indicators and disposals.

Separate owned, leased, customer-provided and group-owned assets. Identify client funds, equipment, documents or data held in custody and reconcile them to control records without presenting them as the company’s assets unless the accounting criteria are met.

Secure systems and reporting evidence

Ticketing, telephony, workforce and customer systems can contain confidential information. Agree a secure evidence-transfer method and provide only what is required. Do not share unrestricted production credentials or unnecessary customer and employee data.

For every key report, retain the system name, period, filters and extraction date. Reconcile totals to invoices and the ledger and document manual changes. A spreadsheet export is not complete evidence if its population and accuracy cannot be explained.

Coordinate branches and international groups

Circular 421 permits a branch route using consolidated audited parent statements or a standalone extract of branch operations. Confirm the route early because the parent period, framework and completion date may not align with the local deadline.

Keep local records reconciled even when parent statements are submitted. Explain shared employees, technology, management, sales support, financing, central billing and balances recorded by another group entity.

For related-party delivery and shared services, retain agreements, functional analysis, source cost pools, allocation keys, mark-ups, calculations and evidence that the service was received. Benchmarking does not replace the actual functions, assets and risks.

Align final accounts and tax work

Before approval, reconcile the financial statements to the final trial balance and adjustment list. Check the legal name, period, comparatives and signatories. Ensure tax and group-reporting teams receive approved figures and explanations for changes.

A Dubai Outsource City licence does not itself determine Corporate tax treatment. Cross-border support, manpower, technology services, transaction processing and group cost recharges can require transaction-specific VAT and tax analysis.

Request a properly scoped proposal

SAIF Chartered Accountants supports Dubai Outsource City businesses with annual audit, accounting readiness, DDA reporting coordination and related tax and transfer pricing services. Share the licence, financial year, trial balance, prior report and required date. Explain customers, contracts, workforce, subcontractors, systems, branches and group transactions.

Accounting preparation and independent audit are distinct services. Any assistance is separately agreed and considered against applicable independence requirements. Management remains responsible for records, estimates and financial statements.

Clear answers

Frequently asked questions

What should a Dubai Outsource City finance team prepare first?

Confirm the entity, period and DDA route, then prepare the closing trial balance and reconciled schedules for contracts, delivery metrics, customers, payroll, subcontractors, assets and groups.

How should outsourcing revenue be prepared for audit?

Link pricing terms, volumes, hours, milestones and SLA outcomes to invoices, credits, cash, unbilled income, contract liabilities and the ledger.

What supports service credits and SLA penalties?

Retain the contract definition, source performance data, customer correspondence, approved calculation, accounting assessment and settlement.

How should shared-service allocations be supported?

Document the service, beneficiaries, source cost pool, allocation key, mark-up where relevant, currency, settlement and both sides of material intercompany balances.

Can a branch rely on its parent-company audit?

Do not assume so. Confirm the accepted DDA route, period and local information, and keep Dubai delivery, payroll, billing and head-office balances reconciled.
