- Coordinate branch accounts with the parent reporting package.
- Free-zone licensing does not automatically exempt all income from tax.
Expo City Dubai offers a business setting for companies with different operating models, from professional services and technology to events and retail. For a finance team, the practical challenge is to turn contracts, transactions and estimates into a reliable year-end reporting pack. This checklist explains how to prepare without confusing business setup, authority reporting and tax obligations.
1. Identify the entity before setting the reporting calendar
Check the current licence, legal form, incorporation date, financial year and authority correspondence. Expo City Dubai has its own authority, ECDA; nearby Dubai South should not be treated as the same licensing jurisdiction. A branch requires a different reporting assessment from a locally incorporated company.
For company accounts, the published ECDA summary describes a six-month year-end timetable and filing within five Business Days after the general meeting. Branch provisions address the applicable parent reporting package. Check the full rules, current instructions and any entity-specific variation before scheduling work.
- Record the responsible person for accounts, audit queries, approvals, meetings and filing.
- Confirm the proposed signing auditor’s current ECDA eligibility and the required appointment documentation.
- Maintain separate authority, shareholder, bank and tax deadlines rather than one generic compliance date.
2. Build a clean opening file and reconciled trial balance
Keep incorporation and ownership records, funding agreements, bank opening details and the accounting policies used. For the first reporting period, distinguish share capital, shareholder loans and reimbursements rather than grouping every receipt as sales.
Close bank, receivable, payable, payroll, tax, lease and asset reconciliations before fieldwork. Give each schedule a date, owner and clear link to the trial balance. Retain the ledger and report parameters used so figures can be reproduced. Explain unresolved items and maintain one approved adjustment tracker.
3. Support service and subscription revenue
For retainers, subscriptions and consulting arrangements, organise the agreement, billing schedule, service period, deliverables and evidence of performance. Reconcile invoices, receipts, credits, deferred revenue and unbilled balances.
A payment received in advance does not automatically demonstrate earned revenue. Conversely, an invoice is not the only evidence of performance. Apply the relevant accounting framework to the contract and retain the judgments used, especially where obligations extend across year-end.
- Identify renewals, cancellations, discounts, refunds and contract amendments.
- Support outstanding amounts with subsequent receipts and correspondence about disputes.
- Reconcile payment gateways and net settlement charges to gross billing and the ledger.
4. Prepare a project or event reconciliation
Create a register of material contracts or events showing scope, dates, price, deposits, approved variations, supplier commitments and completion status. Reconcile project records to revenue, costs, accruals and outstanding balances.
For events spanning the reporting date, distinguish completed work from future services and explain cancellation or refund obligations. For consultancy projects, support milestones with acceptance records and delivery evidence. Document costs to complete, disputed variations and potential losses rather than carrying unsupported balances forward.
Example: a customer deposit received before year-end for an event in the next period needs to be assessed against the contract and actual performance. The cash receipt alone is not a sufficient basis for recording the entire contract value as revenue.
5. Organise assets, stock and commitments
Reconcile the fixed-asset register to acquisition records, disposals, depreciation and the ledger. Keep lease and financing agreements, fit-out costs, deposits and significant supplier commitments. Explain capitalisation judgments and evidence supporting estimated useful lives or impairment assessments.
Where stock is material, discuss audit procedures before the inventory count. Retain count records, movement controls, valuation workings and information about damaged, expired or slow-moving goods. Identify consignment and third-party stock separately from items owned by the business.
6. Coordinate branch and group records
A parent company audit does not eliminate the need for reliable local information. Branch finance teams should reconcile head-office balances, funding, allocated expenses and local transactions to the parent reporting package. Obtain the relevant meeting dates and final reports from the group team early.
For related parties, retain agreements, service evidence, allocation calculations and settlement terms. Management charges, shared staff, loans, royalties and procurement arrangements should be understandable from the file, not only from a year-end journal description.
7. Keep free-zone tax claims precise
Do not treat the Expo City licence as a blanket Corporate tax exemption. Review the conditions for Qualifying Free Zone Person status and the treatment of the actual income and activities. Reconcile tax calculations to the accounts and explain adjustments.
Tax registration, return filing, VAT and transfer-pricing responsibilities require their own assessment. A financial audit is not a substitute for tax advice, and benchmarking should support an appropriate analysis of the actual transaction rather than provide a generic target margin.

8. Agree deliverables and complete the reporting pack
Define the financial statements and audit report required, together with any management letter, group schedules or submission assistance. Accounting preparation, internal-control reviews and sustainability assurance are separate scopes; financial audit does not automatically certify environmental performance.
Track evidence requests, confirmations, proposed adjustments, disclosures and management decisions. Allow time for technical review and approvals. Keep the final signed reporting pack and submission confirmation, with controlled access and a clear record of the version filed.
To discuss an engagement with SAIF Chartered Accountants, provide the licence, reporting period, trial balance, previous report and current authority instructions. Explain the business model, systems, contracts, branch structure and group transactions so that the proposal reflects the work required.

Frequently asked questions
What should an Expo City business prepare first?
Confirm the licence, entity type, reporting period and appointment requirements, then reconcile the trial balance and assign owners to supporting schedules.
Should a branch use a company audit checklist without changes?
No. Confirm the branch’s parent reporting route and local evidence requirements, and coordinate with the group finance team.
Does free-zone licensing make every transaction tax-free?
No. The tax treatment depends on the relevant conditions, activities and income. Obtain an entity-specific assessment rather than relying on a blanket exemption claim.
