Dubai Internet City Auditors

Financial reporting for technology businesses. SAIF Chartered Accountants supports Dubai Internet City entities with annual audit, DDA reporting and evidence-led year-end preparation.

Audit in a technology business district

Understand the commercial model before testing the numbers.

Dubai Internet City brings together software, IT service, internet, multimedia, telecommunications, network, data-centre and consulting businesses. Similar-looking technology companies can have very different contracts, billing systems and accounting evidence.

SAIF Chartered Accountants, established in the UAE in 1994, provides financial audit and related reporting support to businesses in Dubai Internet City.

We start with the licensed entity, its products and services, who contracts with customers and where delivery occurs. We then connect operational systems to the financial statements so that revenue, costs, assets, liabilities and group balances can be examined coherently.

The annual audit is an independent financial reporting engagement. It does not certify software quality, information security, regulatory compliance or the performance of a platform. Keeping those objectives separate protects the value of each review.

DDA financial reporting

Build the timetable from the reporting obligation.

Confirm the legal entity, financial year and current DDA instructions before deciding the close and audit dates.

01

Annual statements and return

DDA Circular 421 requires FZLLCs and branch offices to prepare and submit audited financial statements and an annual return for each financial year.

02

Six-month deadline

The ongoing deadline is six months from financial year-end. A newly registered company submits after its first completed financial year.

03

Branch reporting route

A branch may use consolidated audited parent statements or a standalone extract covering its local operation, subject to the required package.

04

AXS filing package

The circular identifies AXS and a completed Financial Statements Report Summary Sheet. Confirm the current workflow and retain filing evidence.

Searching for Dubai Internet City approved auditors?

That is a common and useful search phrase, but we could not verify a public DDA list. The official DDA auditor-appointment service lists a directors’ resolution, the audit firm’s valid UAE trade licence and a corporate RICC form. Verify credentials and current acceptance for the specific entity instead of relying on an unsupported online label.

Technology business models

The evidence follows how value is delivered and billed.

The categories below reflect activities presented by Dubai Internet City. A company may combine several models, so map each material revenue stream separately.

SAAS

Software & SaaS

Subscriptions, renewals, usage charges, onboarding, implementation work, credits and contract liabilities.

SERV

IT services

Time records, milestones, acceptance evidence, subcontractors, unbilled work and project margins.

WEB

Internet & multimedia

Platform commissions, advertising, payment gateways, refunds, user credits and gross-versus-net presentation.

TELCO

Networks & telecom

Capacity arrangements, service-level credits, network equipment, installation, leases and long-term contracts.

DC

Data centres

Colocation income, rack and power usage, equipment, fit-out, access controls, leases and customer deposits.

CONS

Technology consulting

Statements of work, retainers, change orders, utilisation, travel recharge and cross-border delivery teams.

Business activity context: Dubai Internet City community directory.

High-attention reporting areas

Technology contracts create questions that a generic checklist can miss.

Prepare the contract analysis and system reconciliations throughout the year. Reconstructing them after the reporting date is slower and more error-prone.

Subscriptions and implementation

Billing does not always equal revenue.

Identify service periods, performance terms, onboarding or implementation work, variable usage, renewals, credits and termination clauses. Reconcile billed, collected, earned, deferred and accrued amounts.

Software development

A project is not automatically an intangible asset.

Track the project stage, costs and approvals. Apply the relevant recognition requirements to the facts and support changes in useful life, impairment or abandonment assessments.

Platforms and marketplaces

Determine who controls the promised service.

Use contracts and transaction flows to assess gross-versus-net presentation. Reconcile gateway settlements, commissions, refunds, chargebacks and customer credits to the ledger.

Cloud, networks and data centres

Separate service, asset and lease questions.

Review committed spend, equipment ownership, customer deposits, colocation, power usage, fit-out and service-level credits. Explain assets used or funded by another group company.

Professional support

Define each service, deliverable and responsibility.

Audit, accounting preparation, filing assistance, internal audit and tax advice have different purposes. Agree each scope in writing and preserve auditor independence.

01

Annual financial statement audit

Independent examination of the licensed entity’s financial statements, planned around its reporting framework, technology business model and material risks. The engagement defines the period, intended users and deliverables.

Dubai Internet City audit checklist

Make every important balance traceable to evidence.

Use one controlled closing trial balance and an issue log. A report exported from an operational system is useful only when it is reconciled to the ledger and its key fields can be explained.

01

Contracts and revenue

Customer agreements, order forms, statements of work, amendments, price lists, delivery or acceptance evidence, invoices, credit notes and deferred-revenue schedules. Explain each material revenue stream.

02

Billing and collections

Reconcile the CRM, subscription or project system to invoices and the ledger. Match payment-gateway settlements, bank receipts, refunds and chargebacks, and investigate differences rather than carrying suspense balances.

03

Software and development

Project registers, approved budgets, employee time, supplier costs, technical milestones, release records and management’s accounting assessment. Separate research, maintenance, configuration and qualifying development where relevant.

04

Cloud, equipment and licences

Cloud contracts, committed spend, data-centre or network equipment, asset registers, commissioning dates, software licences, lease information, disposals and impairment indicators.

05

People and projects

Payroll reconciliation, employee benefits, contractor agreements, time records, project profitability, accrued work, leave and sales commission arrangements. Explain staff shared with other entities.

06

Groups, tax and funding

Intercompany agreements, confirmations, cost allocations, royalties, management charges, financing, tax reconciliations and proof of services. Connect each entry to the actual commercial arrangement.

Protect sensitive customer and system information.

Agree secure evidence-sharing arrangements and provide only the data fields needed for the engagement. Credentials, production access and unnecessary personal data should not be placed in a general audit folder. If a system-generated report is used, retain its parameters, date and reconciliation.

Branches and international technology groups

Connect local operations to group systems and ownership.

Identify which entity signs customer and vendor contracts, employs delivery teams, owns intellectual property, incurs cloud costs and raises invoices. Reconcile transactions recorded at head office with the Dubai operation.

If parent accounts are used for the DDA route, check whether their period, framework and completion date fit the local deadline. A consolidated report may still require a local extract, reconciliation or summary information.

Resolve these questions early

  • Do local and parent reporting periods align?
  • Who owns software, data-centre equipment and customer relationships?
  • How are cloud, platform and shared-employee costs allocated?
  • Which entity bears warranties, service credits and bad-debt risk?
  • Are development services, royalties or financing related-party transactions?
  • Who approves the statements and completes the filing?

How the engagement works

Four stages with clear ownership.

A target date is important, but completion depends on reconciled records, sufficient evidence, review and management approval.

  1. 01

    Define the reporting brief

Confirm the legal entity, financial year, DDA requirement, reporting framework, intended users and target date. Assess appointment eligibility and independence before work starts.

  2. 02

    Close and reconcile

Prepare one controlled trial balance and reconcile billing, payment, payroll, project, asset and group systems to it. Assign an owner to each open item.

  3. 03

    Examine and resolve

Provide evidence for independent audit procedures. Discuss questions, proposed adjustments and disclosures; management remains responsible for the records and financial statements.

  4. 04

    Approve, report and retain

Complete approvals and issue the report when sufficient appropriate evidence is available. Retain signed statements, the filing pack and submission confirmation together.

Corporate tax coordination

A free-zone address does not determine the tax result.

Use the approved financial statements as the starting point for tax workings and document adjustments separately. DDA financial reporting and federal tax filing are distinct obligations.

Assess the entity, activities, income, transactions and applicable statutory conditions before reaching a view on free-zone tax treatment. A software or technology licence does not by itself establish Qualifying Free Zone Person status.

Corporate tax services →

Make transfer pricing transaction-specific.

Technology groups often share development teams, intellectual property, cloud infrastructure, regional management, finance and funding. A label such as “support fee” does not explain the functions performed, assets used or risks assumed.

Keep the agreement, functional analysis, calculation and evidence that the service occurred. Benchmarking may support an appropriate method and range, but it cannot replace the actual commercial facts.

Speak with our team →
01Does a Dubai Internet City company need an annual audit?+

DDA Circular 421 requires DDA-regulated FZLLCs and branch offices to prepare and submit annual audited financial statements and an annual return. Confirm the licensed legal entity and current instructions rather than relying only on the business-district address.

02When are Dubai Internet City audited financial statements due?+

Circular 421 sets an ongoing deadline of six months from financial year-end. A newly registered company submits after its first completed financial year. Allow time for closing, evidence, audit questions and management approval.

03Is there a public Dubai Internet City approved auditors list?+

The current DDA source we can verify is its auditor-appointment service, which specifies the appointment documents. Verify the firm’s UAE professional credentials and current acceptance for the entity with DDA or AXS; do not rely only on an online “approved” label.

04What is needed to appoint or change an auditor?+

DDA’s service page lists a directors’ resolution, the audit firm’s valid UAE trade licence and its corporate RICC form. The general manager or appointed legal representative submits the request. Check the live service page for current requirements.

05Can a Dubai Internet City branch use parent-company accounts?+

Circular 421 allows a branch to submit consolidated audited parent statements or a standalone extract covering the branch operation. Confirm the selected route, period and supporting local information before the parent reporting timetable is finalised.

06How should a SaaS company prepare subscription revenue?+

Reconcile active contracts and billing data to invoices, collections and the ledger. Retain the service period, performance terms, implementation arrangements, credits, renewals and deferred or accrued amounts supporting the year-end treatment.

07Can software-development costs be capitalised?+

Not automatically. The applicable reporting requirements and project facts determine the treatment. Track costs and project stages, and support management’s assessment of technical feasibility, resources, intended use or sale, future benefits and reliable measurement where relevant.

08Does a financial audit certify cybersecurity or data protection?+

No. A financial statement audit is not a penetration test, SOC report, ISO certification or data-protection compliance review. Those objectives require a separate scope and appropriately qualified specialists.

09What records should a digital platform prepare?+

Reconcile orders or user activity to payment-gateway settlements, refunds, chargebacks, wallet or credit balances and ledger entries. Document contractual relationships and the assessment of whether revenue is presented gross or net.

10Does a Dubai Internet City licence guarantee 0% Corporate tax?+

No. Tax treatment depends on the legal entity, activities, transactions and satisfaction of applicable statutory conditions. The annual audit supports reliable financial information but does not itself establish Qualifying Free Zone Person status or a 0% rate.

11When is transfer pricing relevant to a technology business?+

It may apply to development services, intellectual-property licences, cloud or platform support, regional management, shared employees, financing and cost allocations. Support the actual transaction with agreements, functional analysis, calculations and appropriate evidence.

12What affects the audit fee and completion time?+

Record quality, contract volume, billing-system reconciliation, project complexity, group reporting, estimates and evidence availability affect the work. Share the licence, trial balance, prior report and reporting brief for a scoped proposal.
