Financial reporting for media and creative businesses. SAIF Chartered Accountants supports Dubai Media City entities with annual audit, DDA reporting and evidence-led year-end preparation.
Audit in a media business district
Dubai Media City serves advertising, film, broadcasting, publishing, music, events, gaming and digital media activities. These businesses can share creative talent while producing very different revenue, cost and rights evidence.
SAIF Chartered Accountants, established in the UAE in 1994, provides financial audit and related reporting support to businesses in Dubai Media City.
We begin with the licensed entity and how it contracts, delivers and earns. Campaign approvals, client funds, production schedules, platform reports, rights agreements and royalty statements must connect to the financial ledger.
The annual audit is an independent financial reporting engagement. It does not certify audience figures, creative quality, media content, licensing compliance or campaign performance. Those objectives require their own criteria and evidence.
DDA financial reporting
Check the licensed entity, financial year and current DDA instructions before setting the close and audit timetable.
DDA Circular 421 requires FZLLCs and branch offices to prepare and submit audited financial statements and an annual return for each financial year.
The ongoing deadline is six months from financial year-end. A newly registered company submits after its first completed financial year.
A branch may use consolidated audited parent statements or a standalone extract covering its local operation, subject to the required package.
The circular identifies AXS and a completed Financial Statements Report Summary Sheet. Confirm the current workflow and retain filing evidence.
That is a common and useful search phrase, but we could not verify a public DDA list. The official DDA auditor-appointment service lists a directors’ resolution, the audit firm’s valid UAE trade licence and a corporate RICC form. Verify credentials and current acceptance for the entity instead of relying on an unsupported online label.
Sources: DDA Circular 421 and DDA Appoint Auditor service. Freelance permit holders should confirm the requirements of their specific permit and any AXS request separately.
Media business models
A company may combine several models. Map each material revenue stream, the promised deliverable, the parties involved and the flow of cash.
Campaign fees, client advances, media spend, rebates, commissions, pass-through costs and gross-versus-net presentation.
Project budgets, work in progress, milestone billing, talent, locations, subcontractors, equipment and delivery acceptance.
Content acquisition, channel or platform revenue, distribution, subscriber arrangements, advertising inventory and technology costs.
Royalties, usage territories, minimum guarantees, licences, intellectual property, author or artist statements and recoupment.
Sponsorship, ticketing, venue and supplier commitments, deposits, cancellations, project cut-off and settlement reports.
Platform settlements, in-app purchases, influencer campaigns, virtual items, refunds, chargebacks and revenue-sharing.

High-attention reporting areas
Build the analysis while the campaign or production is active. Reconstructing approvals, rights and estimates after year-end is less reliable.
Use contracts and control of the promised service to assess gross-versus-net presentation. Reconcile client advances and platform or publisher spend at campaign level.
Track milestones, work in progress, acceptance, committed costs and changes in scope. Explain estimates and cut-off for productions crossing year-end.
Reconcile usage or sales statements, minimum guarantees, advances and royalty liabilities. Confirm who owns or controls the licensed intellectual property.
Reconcile sales or user activity to fees, commissions, refunds, chargebacks, withholding and currency conversion before posting the net bank receipt.
Professional support
Audit, accounting preparation, filing assistance, internal audit and tax advice have different purposes. Agree each scope in writing and preserve auditor independence.
Independent examination of the licensed entity’s financial statements, planned around its reporting framework, media business model and material risks. The period, intended users and deliverables are agreed in advance.

Use one controlled closing trial balance and an issue log. Campaign, production, rights and settlement systems must be reconciled to the ledger before their reports become useful audit schedules.
Client agreements, campaign briefs, statements of work, media plans, production orders, change requests, invoices, credit notes, acceptance evidence and deferred or accrued revenue schedules.
Publisher or platform orders, supplier invoices, proof of placement, client approvals, rebates, volume incentives and reconciliations of funds collected for media spend. Document the gross-versus-net assessment.
Project budgets, cost reports, call sheets or delivery records where relevant, subcontractors, talent, locations, equipment, milestones, customer acceptance and expected remaining costs.
Rights agreements, territories, media, duration, usage reports, minimum guarantees, royalty statements, recoupment calculations, intellectual-property ownership and obligations after year-end.
Payroll reconciliation, employee benefits, freelancer and talent agreements, supplier onboarding, time records, expenses, accrued costs and withholding or tax considerations where relevant.
Bank and payment-platform reconciliations, client deposits, restricted campaign funds, intercompany balances, cost allocations, royalties, financing and tax reconciliations.
Separate operating cash from amounts collected for campaigns, production or third parties in the accounting records and reconciliations. Retain the approval, order, supplier evidence and settlement for material spend. Share confidential campaign and talent information through an agreed secure process.

Identify which entity contracts with clients and platforms, employs creative teams, owns or licenses content, pays production suppliers and bears campaign or cancellation risk. Reconcile transactions recorded centrally with the Dubai operation.
If parent accounts are used for the DDA route, check whether their period, framework and completion date fit the local deadline. A consolidated report may still require supporting local information or a branch extract.
How the engagement works
A target date matters, but completion depends on reconciled records, sufficient evidence, review and management approval.
Confirm the legal entity, financial year, DDA requirement, reporting framework, intended users and target date. Assess appointment eligibility and independence before work starts.
Prepare one controlled trial balance. Reconcile campaign, production, billing, payment, payroll and rights systems to it, and assign an owner to every unresolved item.
Provide evidence for independent audit procedures. Discuss questions, proposed adjustments and disclosures; management remains responsible for the records and financial statements.
Complete approvals and issue the report when sufficient appropriate evidence is available. Retain the signed statements, filing pack and submission confirmation together.
Corporate tax and VAT coordination
Use the approved financial statements as the starting point for tax workings and document adjustments separately. DDA financial reporting and federal tax filing are distinct obligations.
International clients, digital delivery, sponsorship, ticketing, rights and recharged media spend may need transaction-specific VAT analysis. Do not infer the treatment from the customer’s location or the invoice description alone.
Corporate tax services →Media groups may share intellectual property, production teams, platforms, regional management, finance and funding. A royalty or service label does not explain the functions performed, assets used or risks assumed.
Keep the agreement, functional analysis, calculation and evidence of delivery. Benchmarking may support an appropriate method and range, but it cannot replace the actual commercial facts.

Speak with our team →DDA Circular 421 requires DDA-regulated FZLLCs and branch offices to prepare and submit annual audited financial statements and an annual return. Confirm the licensed legal entity and current instructions rather than relying only on the Dubai Media City address.
Circular 421 sets an ongoing deadline of six months from financial year-end. A newly registered company submits after its first completed financial year. Allow time for the ledger close, evidence, audit questions and management approval.
Circular 421 expressly addresses FZLLCs and branch offices. A freelancer should confirm the obligations of the specific permit and any AXS request rather than assuming the company requirement applies unchanged.
The current DDA source we can verify is its auditor-appointment service, which specifies the appointment documents. Verify the firm’s UAE professional credentials and current acceptance for the entity with DDA or AXS; do not rely only on an online “approved” label.
DDA’s service page lists a directors’ resolution, the audit firm’s valid UAE trade licence and its corporate RICC form. The general manager or appointed legal representative submits the request. Check the live service page for current requirements.
Circular 421 allows a branch to submit consolidated audited parent statements or a standalone extract covering the branch operation. Confirm the selected route, period and supporting local information before the parent timetable is finalised.
Reconcile client-approved media plans and advances to platform or publisher orders, supplier invoices, proof of placement, rebates and campaign settlements. Document whether the agency controls the service or acts as an agent for financial-statement presentation.
Maintain project-level budgets, costs, milestones, delivery or acceptance evidence and estimates of work remaining. Reconcile the production system to the ledger and support cut-off around year-end.
Keep signed agreements showing the rights, territory, media, duration, minimum guarantees and royalty basis. Reconcile usage or sales statements and document accrued, prepaid and recoupable balances.
No. Tax treatment depends on the legal entity, activities, transactions and satisfaction of applicable statutory conditions. The annual audit supports reliable financial information but does not itself establish Qualifying Free Zone Person status or a 0% rate.
It may apply to regional production, shared creative teams, content licences, royalties, management services, financing and cost allocations. Support each transaction with agreements, functional analysis, calculations and evidence of delivery.
Record quality, campaign volume, unreconciled client funds, project estimates, rights arrangements, group reporting and evidence availability affect the work. Share the licence, trial balance, prior report and reporting brief for a scoped proposal.
