Dubai Studio City Auditors

Financial reporting for film, television and production businesses. SAIF Chartered Accountants supports Dubai Studio City entities with annual audit, DDA reporting and evidence-led preparation.

Audit in a production business district

Track each project from greenlight to final delivery.

Dubai Studio City supports film, television, broadcasting, music and entertainment production with studios, sound stages, backlots and technical facilities. These businesses need project-level evidence as well as a reconciled general ledger.

SAIF Chartered Accountants, established in the UAE in 1994, provides financial audit and related reporting support to businesses in Dubai Studio City.

We start with the licensed entity, commissioning contracts, production budgets and delivery responsibilities. We connect costs, commitments, assets, cash floats and rights to the financial statements and the evidence available at year-end.

The annual audit is an independent financial reporting engagement. It does not certify production quality, content, audience performance, safety, permits or intellectual-property ownership. Those objectives require separate reviews and competent specialists.

DDA financial reporting

Plan the close around the filing requirement—not the release calendar.

Confirm the legal entity, financial year and current DDA instructions before setting production and reporting milestones.

01

Annual statements and return

DDA Circular 421 requires FZLLCs and branch offices to prepare and submit audited financial statements and an annual return for each financial year.

02

Six-month deadline

The ongoing deadline is six months from financial year-end. A newly registered company submits after its first completed financial year.

03

Branch reporting route

A branch may use consolidated audited parent statements or a standalone extract covering its local operation, subject to the required package.

04

AXS filing package

The circular identifies AXS and a completed Financial Statements Report Summary Sheet. Confirm the current workflow and retain filing evidence.

Searching for Dubai Studio City approved auditors?

That is a common and useful search phrase, but we could not verify a public DDA list. The official DDA auditor-appointment service lists a directors’ resolution, the audit firm’s valid UAE trade licence and a corporate RICC form. Verify credentials and current acceptance for the entity instead of relying on an unsupported online label.

Broadcast & live production

Studio and transmission services, technical crews, equipment, channel contracts, service-level terms and event cut-off.

AUDIO

VFX

VFX & virtual production

Shot or asset milestones, specialist contractors, rendering and cloud costs, equipment, software and intellectual property.

HIRE

Studios & equipment hire

Stage, backlot, office and equipment bookings, deposits, damage obligations, utilisation, maintenance, leases and asset registers.

Sector context: Dubai Studio City official website and TECOM broadcasting-sector overview.

High-attention reporting areas

Production accounting depends on evidence at project level.

Prepare budgets, cost reports and rights records while work is active. Reconstructing them after final delivery is slower and less reliable.

Production work in progress

Billing, expenditure and completion do not always align.

Reconcile costs and commitments to approved budgets. Support completion estimates, remaining expenditure, delivery milestones and losses expected on difficult projects.

Cash floats and cards

Speed on location still requires accountability.

Assign custodians and project codes, retain receipts and approvals, reconcile promptly and investigate unsupported expenditure or unrecovered advances.

Studios and equipment

Ownership, use and location may differ.

Separate owned, leased, hired and client-provided assets. Track availability, commissioning, maintenance, damage, insurance and equipment held off-site.

Content and music rights

The permitted use determines the obligation.

Read territory, media, duration, exclusivity, royalties and continuing restrictions. Reconcile contracts and statements to accrued, prepaid and contingent amounts.

Professional support

Define each service, deliverable and responsibility.

Audit, accounting preparation, filing assistance, project controls and tax advice have different purposes. Agree each scope in writing and preserve auditor independence.

01

Annual financial statement audit

Independent examination of the licensed entity’s financial statements, planned around its reporting framework, production model and material risks. The period, intended users and deliverables are agreed in advance.

Dubai Studio City audit checklist

Build the file from projects, assets and rights.

Use one controlled closing trial balance and an issue log. Reconcile production-cost systems, asset records, rights schedules and payment tools to the ledger.

01

Production contracts and revenue

Commissioning agreements, statements of work, change orders, billing milestones, delivery or acceptance evidence, invoices, credit notes and deferred or accrued revenue schedules.

02

Budgets and work in progress

Approved project budgets, cost reports, commitments, purchase orders, cash floats, completion status, expected remaining costs, onerous-project assessments and subsequent results.

03

Crew, talent and locations

Crew and freelancer agreements, payroll, talent contracts, agency fees, permits, locations, travel, accommodation, petty cash and accrued costs. Reconcile project coding to the ledger.

04

Studios, sets and equipment

Stage and equipment bookings, asset registers, invoices, commissioning dates, maintenance, condition, useful lives, insurance claims, disposals and items held at third-party locations.

05

Rights and post-production

Underlying and commissioned rights, music and footage licences, territories, duration, exclusivity, edit and VFX deliverables, masters, royalties and continuing obligations.

06

Cash, groups and tax

Bank and payment-platform reconciliations, production deposits, restricted funds, intercompany balances, shared crews and equipment, cost allocations, financing and tax reconciliations.

Keep the estimate and its supporting evidence together.

For productions crossing year-end, retain the approved budget, actual and committed costs, completion status, remaining-cost estimate and later outcome. Changes in forecast should be explained, reviewed and consistently reflected in the project report and ledger.

Branches and international productions

Define the boundary between the local company, producer and group.

Identify which entity signs commissioning, talent, facility and supplier contracts; owns content and equipment; employs crews; receives revenue; and bears overrun or cancellation risk. Reconcile items recorded at head office with the Dubai operation.

If parent statements are used for the DDA route, check whether their period, framework and completion date fit the local deadline. A consolidated report may still need local supporting information.

Resolve these questions early

  • Do local and parent reporting periods align?
  • Who controls the production and owns the completed content?
  • Who bears cost overruns, reshoots and cancellation risk?
  • How are crews, stages, equipment and post-production allocated?
  • Are rights, production services or financing related-party transactions?
  • Who approves the statements and completes the filing?

How the engagement works

Four stages with visible ownership.

A target date matters, but completion depends on reconciled records, sufficient evidence, review and management approval.

  1. 01

Define the production and reporting brief

Confirm the entity, financial year, DDA requirement, reporting framework, intended users and target date. Assess appointment eligibility and independence.

  2. 02

    Close projects and reconcile

Prepare one controlled trial balance. Reconcile production, billing, payroll, asset, rights and payment systems, and assign an owner to each open item.

  3. 03

    Examine and resolve

Provide evidence for independent audit procedures. Discuss questions, estimates, adjustments and disclosures; management remains responsible for the accounts.

  4. 04

    Approve, report and retain

Complete approvals and issue the report when sufficient appropriate evidence is available. Retain the signed statements, filing pack and submission confirmation together.

Corporate tax and VAT coordination

A Studio City licence does not determine the tax outcome.

Use the approved financial statements as the starting point for tax workings and document adjustments separately. DDA financial reporting and federal tax filing are distinct obligations.

Cross-border production, rights, performers, locations, digital delivery and imported services may require transaction-specific VAT and tax analysis. Do not infer treatment from the invoice description alone.

Corporate tax services →

Make transfer pricing transaction-specific.

Production groups may share intellectual property, crews, stages, equipment, post-production, regional management and funding. A service or royalty label does not explain the functions, assets and risks.

Keep the agreement, functional analysis, calculation and delivery evidence. Benchmarking may support a method and range but cannot replace the actual commercial facts.

Speak with our team →
01Does a Dubai Studio City company need an annual audit?+

DDA Circular 421 requires DDA-regulated FZLLCs and branch offices to prepare and submit annual audited financial statements and an annual return. Confirm the licensed legal entity and current instructions rather than relying only on the Studio City address.

02When are Dubai Studio City audited financial statements due?+

Circular 421 sets an ongoing deadline of six months from financial year-end. A newly registered company submits after its first completed financial year. Allow time for project close, evidence, audit questions and approval.

03Is there a public Dubai Studio City approved auditors list?+

The current DDA source we can verify is its auditor-appointment service, which specifies the appointment documents. Verify the firm’s UAE professional credentials and current acceptance for the entity with DDA or AXS; do not rely only on an online “approved” label.

04What is needed to appoint or change an auditor?+

DDA’s service page lists a directors’ resolution, the audit firm’s valid UAE trade licence and its corporate RICC form. The general manager or appointed legal representative submits the request. Check the live service page for current requirements.

05Can a Dubai Studio City branch use parent-company accounts?+

Circular 421 allows a branch to submit consolidated audited parent statements or a standalone extract covering the branch operation. Confirm the selected route, period and local supporting information before the parent timetable is finalised.

06How should a production company prepare work in progress?+

Maintain a project-level budget, costs incurred, committed costs, completion status, delivery evidence and estimate of work remaining. Reconcile the production-cost report to the ledger and document year-end judgments.

07How should cash floats and production cards be controlled?+

Assign each float or card to a custodian and project, retain receipts and approvals, reconcile promptly and return unused funds. Investigate unsupported items rather than carrying them indefinitely.

08What records support studio and equipment assets?+

Maintain booking and asset registers, invoices, ownership, location, commissioning, maintenance, useful-life and disposal evidence. Separate owned equipment, leased assets and items held for clients or group companies.

09What should be retained for content and music rights?+

Keep agreements identifying the work, owner, permitted use, territory, media, duration, exclusivity, fees, royalties and continuing obligations. Reconcile statements and payments to the ledger.

10Does a Dubai Studio City licence guarantee 0% Corporate tax?+

No. Tax treatment depends on the entity, activities, transactions and satisfaction of applicable statutory conditions. The audit supports reliable financial information but does not itself establish Qualifying Free Zone Person status or a 0% rate.

11When is transfer pricing relevant to a production business?+

It may apply to regional production services, shared crews, equipment, intellectual-property licences, management, financing and cost allocations. Support each transaction with agreements, functional analysis, calculations and delivery evidence.

12What affects the audit fee and completion time?+

Record quality, project volume, production estimates, cash floats, rights arrangements, equipment, group reporting and evidence availability affect the work. Share the licence, trial balance, prior report and reporting brief for a scoped proposal.
